According to the law, you are considered an international student if you meet all the following criteria:

• You do not hold Portuguese citizenship;
• You are not a citizen of a Member State of the European Union (EU) or of a State party to the Agreement on the European Economic Area;
• You are not a family member of Portuguese nationals, of nationals of another Member State of the European Union (EU), or of nationals of a State party to the Agreement on the European Economic Area, regardless of the nationality;
• You have not been living continuously in Portugal as a legal resident for more than 2 years on January 1st of the year in which you intend to enroll, as well as any children legally residing with you;
• You are not a beneficiary, on January 1st of the year in which you intend to enroll, of the equal rights and duties statute granted under an international treaty or agreement between the Portuguese State and the State of which you are a national;
• You have not applied for admission to higher education through the special higher education access and enrolment schemes regulated in chapter II of the Decree-Law No. 64-A/2023, of July 31;
• You are not attending UMinho in the framework of an international mobility program to complete part of a cycle of studies at a foreign higher education institution with which UMinho has established an exchange agreement for this purpose.

Regardless of the nationality, in this context “family member” means:

1. The spouse of a Portuguese national, of a national of another Member State of the EU, or of a national of a State party to the Agreement on the European Economic Area
2. The partner with whom a Portuguese national, a national of another Member State of the EU, or a national of a State party to the Agreement on the European Economic Area lives in a registered partnership or with whom has a permanent relationship, duly certified by the competent authority of the State of residence
3. The direct descendant who is under the age of 21 or is dependent on a Portuguese national, a national of another Member State of the EU, or a national of a State party to the Agreement on the European Economic Area, as well as the descendant of the spouse or partner as defined in the previous subparagraph
4. The direct ascendant who is dependent on a Portuguese national, a national of another Member State of the EU, or a national of a State party to the Agreement on the European Economic Area, as well as the ascendant of the spouse or partner as defined in the subparagraph (ii).

A “legal resident” is defined as a foreign national who holds a residence permit in Portugal, valid for one year or more, in accordance with the provisions of Article 3(v) of the Law No. 23/2007, of July 4, in its current version, which approves the legal regime for the entry, stay, exit, and removal of foreign nationals from Portuguese territory. Residency duration with a residence permit for study purposes is only considered during the period in which the student is attending secondary school in Portugal.

International students may apply for enrollment in the Integrated Master’s Degree in Medicine if they meet one of the following criteria:

• Holders of a Portuguese secondary education diploma or a legally equivalent qualification;
• Holders of a qualification recognized as a diploma or certificate issued by a competent authority that, in the country where it was obtained, grants them the right to apply for and access higher education in that country.

• B1 level holders may apply, provided they formally declare their commitment to attending a one-year language course while attending the first year of the Integrated Master’s Degree in Medicine. By the end of the year, they must present proof of the language level achieved. Students who do not obtain B2 level will not be able to renew their registration at UMinho until they provide evidence of having reached that level.
• Holders of secondary education obtained in countries where Portuguese is the official language are exempt from the Portuguese language test. However, the academic unit reserves the right to request official documentation whenever deemed necessary.

Applications are submitted exclusively through the Academic Portal of the University of Minho.

Applications must be accompanied by the following mandatory documents:

• Holders of a Portuguese secondary education diploma: i) Proof of completion of Portuguese secondary education, or equivalent, with a detailed list of subjects; ii) Passport or other legally equivalent document.
• Holders of a Brazilian “Ensino Médio” diploma and ENEM: i) Proof of completion of a course in the Brazilian secondary education system (academic transcript); ii) Proof of completion of the ENEM, including details of the exams taken and their respective weightings; iii) Passport or other legally equivalent document.
• Holders of non-Portuguese secondary education from other Portuguese-speaking countries: i) Proof of completion of a secondary education program, or equivalent, that grants access to higher education in the country where it was obtained, with a detailed list of subjects; ii) Passport or other legally equivalent document.
• Holders of non-Portuguese secondary education from other countries: i) Proof of completion of a secondary education program, or equivalent, that grants access to higher education in the country where it was obtained, with a detailed list of subjects; ii) Document certifying the level of proficiency in the Portuguese language; iii) Passport or other legally equivalent document.

• Application fee: €68.00
• Enrollment and registration fee: €36.00 (enrollment fee €10.00 + registration fee, including school insurance €26.00)
• Annual tuition: €18,000.00 per academic year

Candidates will be ranked in descending order of their application score. This score has the following classification components, evaluated on a scale of 0 to 200, rounded to the second decimal place:

where: S = secondary education or equivalent classification; P = classification obtained in the entrance exams or equivalent, or in the knowledge exam held at the School of Medicine of UMinho.

Candidates with the highest Intermediate Classification (CI) are admitted to an online Interview (E), conducted by a jury appointed by the Scientific Council of the School of Medicine. The following criteria will be evaluated on a scale of 0 to 200:

The application score corresponds to the Final Classification (CF), and the candidate must obtain a minimum of 100.00 points to be considered admitted or placed on the reserve list.

For the 2025/2026 academic year, 10 vacancies are available under the admission procedure for international students.

In Portugal, the international student statute is regulated by the Decree-Law No. 36/2014, of March 10, including its amendments (consolidated version).

The application process for international students seeking admission to the Integrated Master’s Degree in Medicine at UMinho is regulated by the Academic Regulations of the University of Minho and, specifically, by the Rectoral Order No. 56/2025, without prejudice to any amendment of the Decree-Law No. 36/2014, of March 10, which can be consulted in the consolidated version above.
